SAIC is seeking a Service Transition & Capability Delivery Manager in Colorado Springs, CO. The Service Transition & Capability Delivery Manager is the primary owner of project management and the end-to-end process for delivering new or changed IT capabilities into the N&NC operational environment.
This role leads the full Service Transition lifecycle
Change Management, large-scale projects/technical refresh, Service Asset and Configuration Management (SACM), and Service Validation and Testing (SVAT); in accordance with ITIL best practices and Task Order requirements.
The Service Transition & Capability Delivery Manager owns the structured process that takes approved capabilities from design through build, test, release, and early-life support to successful customer acceptance, while ensuring configuration integrity, asset accountability, and mission protection. This position remains accountable for translating inputs into executable transition and delivery outcomes.
Responsibilities
Project Management & Capability Delivery Ownership (Core Accountability)
- Serve as the primary owner of project management for all large-scale changes and capability deliveries under the Task Order.
- Own and execute the end-to-end capability delivery process: planning, coordination, build, evaluation, testing, release, early-life support, and formal customer acceptance.
- Develop, maintain, and update comprehensive Project Plans (schedule, milestones, dependencies, Service Design, Deployment Strategy, Service Validation and Test Plans, and Project Closure Report).
- Post plans to the TO Management Portal, keep them current when environmental changes occur, and document rationale, sustainment costs, and Total Cost of Ownership (TCO) impacts.
- Integrate third-party hardware/software: lead project integration, technical configuration changes (network boundaries, storage, Active Directory, virtual servers, etc.), CAB compliance, and technical management support.
- Conduct technical reviews of Service Design Packages, Release and Deployment Packages, and Service Validation and Transition Plans.
- Provide proposed sustainment costs/impacts and ensure transition activities continue until service operations accept the service and the customer validates all requirements have been met.
- Identify and communicate technical integration risks to the Government.
Service Asset and Configuration Management – SACM Serve as (or designate and oversee) the Equipment Control Officer (ECO) for the assigned Defense Reporting Activity (DRA); maintain full accountability of Accountable Property in accordance with DoD, Air Force, and N&NC directives.
- Coordinate Report of Survey (ROS) actions and assist the N&NC Accountable Property Officer (APO) with management, accounting, and quarterly inventories of IT infrastructure equipment.
- Operate warehouse functions (store, inventory, package, ship, receive, deliver); process RMAs; complete AFEMS-AIM / DPAS paperwork per AFMAN 17-1203; and provide vehicle support for relocation of IT assets (including heavy equipment).
- Ensure timely turn-in of retired assets to DLA Disposition Services (within 60 calendar days) with hard drives wiped.
- Develop and maintain the Configuration Management Database (CMDB) for all Government-identified CIs.
- Develop, implement, and maintain the Lifecycle Technical Refreshment Plan (including disposition planning) based on DoD guidance and vendor end-of-life/end-of-support announcements; propose optimized hardware, software, and vendor solutions.
- Maintain software and licensing in a secure, dual-location Definitive Media Library (DML).
Service Validation and Testing – SVAT
- Provide, integrate, and manage SVAT activities to meet Government outputs and Change Management requirements.
- Develop and document SVAT Plans for significant changes or new services; coordinate with and present to Government engineering boards for acceptance.
- Review third-party SVAT Plans, participate in engineering/release boards, and verify satisfactory results prior to acceptance into O&M sustainment.
- Leverage the Test and Integration Laboratory (TIL) on PSFB for interoperability, enhancement, and new-technology testing against the N&NC baseline (all non-standard changes tested in the TIL unless a justified exception is approved).
- Include validation/testing information in all Change Requests and produce evaluation reports for third-party SVAT Plans.
Cross-Functional Coordination
- Receive strategic design direction and requirements from Task 2 (Service Design) and improvement recommendations from Task 6 (Continual Service Improvement); translate these into executable transition plans and delivery outcomes.
- Ensure all Service Transition and capability delivery activities protect and support N&NC mission requirements.
- Produce all required deliverables on schedule and to quality standards.
Required Qualifications
- Bachelor’s degree in Information Technology, Computer Science, Information Systems, Project Management, or related field (or equivalent combination of education and experience).
- Minimum 8–10 years of progressive IT service management experience, with at least 5 years owning project management and capability/service delivery in an ITIL-aligned environment.
- ITIL 4 Managing Professional or ITIL Expert (Service Transition focus preferred).
- PMP or equivalent project management certification.
- Demonstrated ownership of end-to-end project delivery for technical refresh, modernization, or large-scale IT changes in complex enterprise environments.
- Hands-on experience with Change Management, Configuration Management (CMDB), Release & Deployment, and Service Validation & Testing.
- Experience with DoD or federal IT asset accountability, inventory, and property management (AFEMS-AIM, DPAS, or equivalent preferred).
- Strong command of ITIL Service Transition processes and the ability to operationalize them in a mission-critical setting.
- Excellent stakeholder management, facilitation, and written communication skills (RFCs, project plans, board briefings, risk reports).
- Ability to obtain and maintain the required security clearance.
- Valid driver’s license and ability to operate vehicles for IT asset transport.
Preferred Qualifications
- Prior experience supporting NORAD & USNORTHCOM (N&NC), Air Force, or comparable combatant-command environments.
- Experience as Equipment Control Officer (ECO) or direct support to an Accountable Property Officer.
- Familiarity with AFMAN 17-1203 and DLA Disposition Services processes.
- Experience operating or leveraging an enterprise Test and Integration Laboratory.
- CompTIA Security+ or higher DoD 8570/8140-compliant certification.
- Clear ownership mindset for project management and capability delivery processes.
- Ability to translate strategic design and improvement inputs into controlled, executable transition plans.
- Rigorous process discipline in change, configuration, and release environments.
- Strong risk identification, mitigation, and communication skills.
- Asset accountability and physical logistics management.
- Technical fluency sufficient to review designs, configurations, and test outcomes across network, systems, storage, virtualization, and identity domains.
- This position is the single point of accountability for ensuring that every new or changed capability is delivered into the N&NC environment in a controlled, validated, sustainable, and mission-aligned manner.
