RESPEC is seeking a Business Analyst 3 where you will play a central role in one of Texas's largest public health agencies as it modernizes how it uses data to make decisions. You'll serve as the critical link between business stakeholders and technical teams — translating complex data and process challenges into clear requirements that drive real improvements in how the agency serves Texans. If you thrive on digging into raw data, mapping business processes, and turning ambiguity into actionable documentation, this role puts you right at the center of that work.

Core Responsibilities

You'll review, analyze, and evaluate business systems and evolving user needs, shaping solutions that align with the organization's broader strategic goals. Expect to lead requirements-elicitation sessions with stakeholders across the business and IT, document current-state and future-state process flows, and dive deep into relational databases using SQL to profile, validate, and investigate data. You'll write clear Business Requirements Documents (BRDs), functional specifications, and data dictionaries, while also defining KPIs and metrics that reporting and analytics teams can build on. Along the way, you'll support gap analysis between where the business is today and where it needs to be, and you'll help drive User Acceptance Testing by developing test scenarios grounded in the requirements you've documented.

Required Technical Experience

10+ years

Strong written and verbal communication skills, paired with a bachelor's degree in Business Administration, Information Systems, or a related field (equivalent work experience will be considered in lieu of a degree).

8+ years across each of the following

  • Business Analyst / Business Data Analyst experience gathering, analyzing, and documenting requirements within enterprise IT environments, including state government or large-enterprise settings following formal SDLC methodologies.
  • Analyzing and documenting current-state ("as-is") and future-state ("to-be") business processes and data flow diagrams.
  • Data analysis and documentation, including profiling, validation, and definition of data elements and business rules.
  • Hands-on, complex SQL work — queries, joins, and aggregations — to analyze and validate data directly against relational databases.
  • Facilitating workshops, interviews, and stakeholder sessions to elicit and validate requirements.
  • Translating business needs into functional and data requirements documents and BRDs for technical teams.
  • Defining and documenting business metrics and KPIs, and partnering with reporting/analytics teams on report specifications and data sourcing.
  • Performing gap analysis between current and desired future-state outcomes.
  • Supporting UAT, including building test scenarios and test cases from documented requirements.

Preferred Qualifications

  • Experience with data governance initiatives, source-to-target mapping, and data lineage documentation will make you stand out.
  • A PMP certification or hands-on project management experience is a strong plus, as is a background supporting enterprise reporting and analytics programs in large or government organizations.

Work Model

This role follows a hybrid schedule based out of the agency's Austin office at 701 W. 51st Street, Austin, TX 78751 — with two remote days (Tuesdays and Thursdays) and three days on-site each week.

this position is restricted to candidates who currently reside in the Austin, Texas area.

Standard business hours are Monday through Friday, 8:00 AM to 5:00 PM CT, with occasional evening/weekend work possible on a pre-approved basis.
