This position is listed on behalf of a partner company, which manages all applications and next steps. Our partner is looking for an Engineering Manager – Data Collection & Scanning based in the United States.

This is an exciting opportunity to lead a multidisciplinary engineering team building large-scale systems that discover, scan, and collect data from across the Internet. As an Engineering Manager, you will oversee critical data collection infrastructure and distributed systems that power advanced Internet intelligence and cybersecurity solutions. You will combine technical leadership, people management, and strategic planning to improve data coverage, accuracy, freshness, reliability, and operational efficiency. Working closely with Product, Research, Security, and Infrastructure teams, you will translate complex challenges into actionable engineering roadmaps and measurable business outcomes. You will guide architectural decisions, develop talented engineers, and ensure that mission-critical systems operate reliably at scale. This role offers the opportunity to influence the evolution of sophisticated technologies while building a high-performing team in a collaborative, fast-paced environment.

Accountabilities

  • Team Leadership and Development: Lead, mentor, and develop a multidisciplinary team of Scanner Engineers and Distributed Systems Engineers, establishing clear expectations for ownership, collaboration, technical quality, and delivery.
  • Provide regular feedback, establish individual growth plans, delegate meaningful responsibilities, and empower engineers to take ownership of systems, projects, and technical decisions.
  • Build and maintain a healthy, accountable engineering team by identifying staffing needs, supporting recruitment, maintaining high hiring standards, and improving onboarding and performance management.
  • Foster a collaborative culture in which engineers share responsibility for end-to-end system outcomes and continuously develop their technical capabilities.
  • Roadmap and Delivery Management: Define and own the Data Collection engineering roadmap in partnership with Product, Research, Infrastructure, and other engineering stakeholders.
  • Align engineering priorities with measurable improvements in data coverage, freshness, accuracy, reliability, scalability, and infrastructure cost efficiency.
  • Lead major technical initiatives from discovery and planning through implementation and production delivery, managing scope, dependencies, timelines, resources, and risks.
  • Ensure the team remains focused on high-impact priorities while balancing delivery speed, technical quality, operational requirements, and customer needs.
  • Translate research and exploratory initiatives into scalable, maintainable, production-ready capabilities where appropriate.
  • Communicate project progress, technical trade-offs, delivery risks, and expected outcomes clearly to stakeholders.
  • Technical and Operational Leadership: Guide architectural decisions across Internet scanning, scan orchestration, protocol implementations, distributed services, data ingestion pipelines, APIs, and operational tooling.
  • Establish engineering standards for system design, testing, deployment safety, observability, service ownership, and production readiness.
  • Maintain accountability for the quality, availability, scalability, maintainability, and cost efficiency of the team's infrastructure and systems.
  • Define and monitor operational performance indicators, including scan execution, pipeline health, data freshness, protocol coverage, failure rates, and resource consumption.
  • Improve observability, incident response, and sustainable on-call practices, ensuring that incidents are followed by meaningful investigations and long-term corrective actions.
  • Identify architectural bottlenecks and technical debt, evaluate their impact, and recommend strategic investments to improve system performance and reliability.
  • Collaborate with cross-functional teams to ensure engineering initiatives support broader product, research, security, and customer objectives.

Requirements

  • At least 3 years of experience in engineering management or technical team leadership, with demonstrated responsibility for managing and developing engineers.
  • Previous professional experience as a software engineer or systems engineer, building and operating production-grade systems.
  • Proven ability to lead significant technical initiatives from initial planning through successful production implementation.
  • Strong understanding of distributed systems and networking fundamentals, including TCP/IP, DNS, HTTP, and TLS.
  • Experience designing, developing, or operating data-intensive systems such as streaming services, ingestion pipelines, message queues, databases, schedulers, and high-throughput APIs.
  • Hands-on experience managing critical production environments, including monitoring, incident response, capacity planning, troubleshooting, and reliability improvements.
  • Strong technical judgment and the ability to contribute to architecture discussions, evaluate implementation risks, and support complex incident investigations.
  • Demonstrated success coaching and developing engineers through constructive feedback, effective delegation, and clear performance expectations.
  • Ability to lead multidisciplinary teams with different technical specialties and encourage shared ownership of engineering outcomes.
  • Strong project management and organizational skills, with the ability to transform broad business objectives into clear priorities, roadmaps, milestones, and measurable results.
  • Excellent written and verbal communication skills, with the ability to collaborate effectively across technical and non-technical teams.
  • Bachelor's degree in Computer Science, Engineering, or a related field, or equivalent practical experience.
  • Ability to balance competing priorities involving delivery timelines, technical quality, infrastructure costs, operational risks, and customer impact.
  • A proactive, adaptable, and accountable leadership approach, with the ability to establish clear direction while empowering engineers to make independent decisions.

Additional experience that would be an advantage

  • Experience with Internet-scale scanning, network measurement, telemetry, security data, or distributed collection systems.
  • Familiarity with cloud infrastructure and platforms, particularly Google Cloud Platform (GCP) or comparable technologies.
  • Experience with streaming platforms and large-scale data storage technologies such as Google Pub/Sub, Apache Kafka, Bigtable, Spanner, or equivalent solutions.
  • Background in cybersecurity, Internet measurement, threat intelligence, security research, or transforming research projects into production systems.
  • Experience managing engineering teams responsible for high-volume data collection, processing, and real-time infrastructure.
