Role Overview

Leads data stewardship across the Railroad Safety Information System and acts for the Project Manager when the PM is absent. Owns reference tables, business metadata, functional data dictionaries, and the recurring risk-threshold calculations that feed FRA's grade crossing programs.

Responsibilities

• Maintain RSIS reference data tables (Reference Management System, FRA Decode File, Railroad/Company Organization Table, Inspector Table, GSA/FIPS Location Table, Railroad Contact File).
• Document business-layer data dictionary definitions, metadata mapping, and business validation rules.
• Run the monthly National Significant Risk Threshold (NSRT) calculation, the annual Quiet Zone Calculator update, and the biennial Normalizing Constants.
• Support S-93 change control by routing data-related change requests through the COR and testing implemented changes within 7 days of CCB approval.
• Oversee physical storage and disposition of hard-copy RSIS source records under FRA records policy.
• Serve as Alternate Project Manager with full authority to act for the contractor.

Required Minimum Qualifications

• Bachelor's degree in Information Science, Data Management, Information Systems, or a related field.
• 8+ years of experience, including data governance, reference or master data management, and metadata or data dictionary work.
• Strong SQL query skills for business-user validation (read-only; no DBA work).
• Experience leading or backing up a project manager on a federal contract.
• U.S. citizen or lawful permanent resident; able to pass a DOT background investigation.

Nice to Have Qualifications

• DAMA Certified Data Management Professional (CDMP).
• Familiarity with Federal records schedules and NARA requirements.
• Experience with statistical or risk-index calculations (crossing risk, safety indices, actuarial or epidemiological rates).
• Experience with Socrata, Tableau, or SharePoint-based data publishing.

In addition, U.S Citizenship is required. Select applicants will be subject to a government security investigation and must meet eligibility requirements for access to classified information and be able to obtain a government-granted security clearance. This position is contingent upon contract award. Employment is not guaranteed and will proceed only if the associated contract is awarded and funded.

The compensation range for this position is $105,000 - $145,000. Compensation decisions depend on a wide range of factors, including but not limited to location, skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
