Position Overview & Key Responsibilities

The Lead AI Integration Specialist & Code Librarian (Specialist III) is a pioneering, senior technical role responsible for architecting, governing, and optimizing the agency's AI-assisted software development lifecycle. Operating at the intersection of Platform Engineering and Developer Experience (DevEx), you will design and build secure enterprise utilities, custom Model Context Protocol (MCP) servers, "skills," and "steering" frameworks that enable development teams to safely leverage AI coding tools (such as Kiro IDE and Claude Code). Leveraging a strong background in enterprise Java/.NET development and Git-based repository management, you will serve as the primary custodian of the codebase, establishing the guardrails, compliance standards, and training programs that ensure AI-generated code is secure, performant, and aligned with agency standards.

  • AI Tooling & MCP Development: Design, develop, and test custom Model Context Protocol (MCP) servers, "hooks," "skills," and "steering" utilities in Java and/or .NET to securely connect AI models with enterprise databases, APIs, and development environments.
  • AI Governance & Guardrails: Establish and enforce a tightly controlled governance framework for AI-assisted coding. Define system prompts, context boundaries, and architectural guardrails to ensure AI tools generate compliant, secure, and high-quality code.
  • Code Library & Repository Custodianship: Serve as the Lead Code Librarian, managing and monitoring Git-based repositories. Establish branching strategies, pull request workflows, and automated code-quality gates to maintain repository health and prevent technical debt.
  • Compliance & Analytics Monitoring: Monitor Kiro/Claude Code usage reports, repository commits, and automated scan results to ensure developer compliance with AI usage policies, licensing requirements, and security standards.
  • Continuous Framework Optimization: Iteratively improve automated code-generation frameworks, templates, and low-code utilities based on developer feedback, system performance, and evolving AI capabilities.
  • Developer Enablement & Training: Author comprehensive development guides, best-practice documentation, and coding standards for AI-assisted development. Conduct training sessions and workshops to upskill engineering teams on utilizing Kiro and Claude Code effectively.
  • Technical Leadership & Feedback Management: Act as the primary technical lead for AI developer tooling. Manage feedback loops, triage issues related to the AI frameworks and collaborate with agency leadership to define the roadmap for AI-driven developer enablement.
